Municipal Account Close-Out & Forensic Reconciliation
Client: Confidential — Major Mining Organisation (Community Resettlement Project)
Challenge
As a large-scale community resettlement project reached close-out, hundreds of municipal property accounts across donated, transferred and exchanged stands had to be verified, reconciled and finally settled. Clearance figures, tariffs, payments and property transfers had arrived from multiple custodians over many months, with no single reconciled view of what was truly owed.
MuniFix Intervention
- Prioritised forensic verification of rates clearance figures for 142 stands donated to the municipality
- Reconciled outstanding accounts at individual stand (granular) level against global payments already made
- Verified fixed service charges (electricity, water, sewerage) and assessment rates against the valuation roll and gazetted tariffs
- Confirmed compliance with the Municipal Systems Act (Act 32 of 2000, s118) on all clearance calculations
- Cross-checked deeds-office transfer dates and letters of undertaking against municipal billing periods

Outcome
MuniFix delivered a defensible, stand-level reconciliation of the entire portfolio. We identified an overpayment of R382,857.69, flagged R17,061 in invalidly raised disconnection fees (no metered service applied), quantified R1.05m in avoidable cost caused by delayed clearance certificates, and escalated R405,683.53 in disputed overcharges to the municipality for recovery — giving the client the certainty needed to close the project.
